SPIL (State Plan for Independent Living)

What is the SPIL?

The State Plan for Independent Living (SPIL) is a three-year plan that outlines the goals, objectives, and strategies for advancing independent living and improving the lives of individuals with disabilities in Kentucky. The SPIL is developed by Kentucky SILC in collaboration with the Centers for Independent Living (CILs) and other stakeholders, and is approved by the Administration for Community Living (ACL).

SPIL Development Process

The development of the Kentucky SPIL is a collaborative and inclusive process that involves:

1. Needs Assessment: Gathering input from individuals with disabilities, CILs, and other stakeholders to identify the needs and priorities of the disability community.

2. Public Meetings and Forums: Conducting public meetings and forums across the state to solicit feedback and ideas for the SPIL.

3. SPIL Committee: Convening a SPIL Committee composed of SILC members, CIL representatives, and other stakeholders to draft the SPIL based on the needs assessment and public input.

4. Public Comment Period: Releasing the draft SPIL for a 30-day public comment period to gather additional feedback and suggestions.

5. SPIL Approval: Incorporating public comments and finalizing the SPIL for submission to the ACL for approval.

SPIL Goals and Objectives

[updates in progress] The Kentucky SPIL 2024-2027 includes the following goals and objectives:

1. Expand and improve independent living services across the state

  • Objective 1.1: Increase funding for CILs to serve more individuals with disabilities
  • Objective 1.2: Develop new independent living services and programs based on identified needs
  • Objective 1.3: Enhance outreach and awareness of independent living services, especially in underserved areas

2. Promote accessible and affordable housing for individuals with disabilities

  • Objective 2.1: Advocate for increased accessible housing options and funding
  • Objective 2.2: Collaborate with housing agencies and organizations to develop accessible housing solutions
  • Objective 2.3: Provide education and resources on accessible housing rights and options

3. Increase employment opportunities for individuals with disabilities

  •  Objective 3.1: Partner with employers and workforce development agencies to create inclusive employment programs
  • Objective 3.2: Provide job skills training and support for individuals with disabilities seeking employment
  • Objective 3.3: Advocate for policies and legislation that promote employment of people with disabilities

4. Strengthen the advocacy and leadership skills of individuals with disabilities

  • Objective 4.1: Provide advocacy training and mentorship opportunities for individuals with disabilities   
  • Objective 4.2: Support the development of disability advocacy organizations and coalitions   
  • Objective 4.3: Engage individuals with disabilities in SILC and CIL leadership and decision-making roles

Get Involved in the SPIL Process

  • Participate in public meetings and forums during the SPIL development process
  • Provide feedback and comments during the public comment period
  • Join SILC committees and workgroups related to SPIL implementation and monitoring
  • Advocate for the goals and objectives of the SPIL in your community and with elected officials
