Executive Summary
The Independent Living (IL) network in Kentucky, consisting of the state’s Centers for Independent Living (CILs) and the Statewide Independent Living Council (SILC), seeks to empower all Kentuckians with disabilities to live independently, direct their own lives, and participate fully in their communities. This State Plan for Independent Living (SPIL) establishes five (5) goals with following objectives for fiscal years 2025-2027, covering the dates from October 1, 2024-September 30, 2027. The IL Network has introduced new goals and expanded on some previous goals for this SPIL. There are new changes and additions in other sections, outlined below.
The goals for the next three (3) years focus on: (1) advocacy to promote the inclusion, integration, and equity of all individuals with disabilities in Kentucky; (2) equal access to emergency and disaster resources and involvement in emergency planning; (3) capacity building for the SILC; (4) outreach and partnership development; and (5) improved and expanded youth IL services and youth transition services. These goals, their related objectives, the evaluation plan and financial plan are detailed in Section 1.
The scope of services provided, outreach related to unserved and underserved populations, coordination of services and cooperation among programs and organizations to support inclusive community living are described in Section 2. Also included in this section is the addition of a new Center for Independent Living, Independence Alliance located in Cincinnati, Ohio. Two CILs in Kentucky have also merged with the Center for Accessible Living absorbing Independence Place in Lexington.
A detailed explanation of expansion of the network, minimum funding levels for CILs, and distribution of funds are included in Section 3. The Kentucky IL Network is implementing a plan for expansion into unserved counties across the state. A breakdown of what counties will be served by each CIL is listed in this section.
Section 4 represents the Designated State Entity’s (DSE) response to their administrative responsibilities related to the SPIL. This section has no substantive changes.
The Statewide Independent Living Council’s (SILC) establishment, autonomy, resource plan, appointment process, and staffing are detailed in Section 5.
Section 6 provides legal certifications for the identified entities involved with authorities and responsibilities of the SPIL.
Section 7 identities the DSE assurances and expresses the administrative role and responsibilities of the DSE. Section 8 provides the SILC Assurances and Indicators of minimum compliance, detailing the functions, authorities, and requirements for operating as a SILC.
