Rachel Victory serves as the Youth Advisory Council Youth Coordinator at Kentucky SILC, where she supports youth engagement, leadership development, and advocacy across the state. Born and raised in Louisville, Rachel brings experience in philanthropy and nonprofit fundraising, advisory board development, youth mentoring, and community engagement, along with a background in special education. She is drawn to the Independent Living philosophy for its emphasis on self-advocacy, access, and inclusion, and is passionate about connecting young people with disabilities across Kentucky’s urban and rural communities to expand equitable leadership and advocacy opportunities through the Youth Advisory Council. Outside of work, Rachel enjoys spending time with her two cats, getting outdoors, attending punk and hardcore shows, playing pinball, and traveling.
